I have the honour to forward the enclosed

Medical Certificate regarding P.C.98 Taylor, and to recommend that he be invalided from the Force and granted a gratuity.

I attach a copy of his character roll, from which it will be seen that he has an average of 14 black marks per annum against him, which is just over the maximum number which would as a rule entitle him to a gratuity under the fules published in Gazette Notification 30 of 4th. February, 1901. The Governor in Council has however power to modify the rule in any particular case, and I an emphatically of opinion that this is a case in which it may properly be stretched a point. It cannot I think be fairly said that his roll discloses

conduct uniformly bad, whereas he was once complimented by the Magistrate (out for this no credit is given under the mark

system.) I accordingly venture to recommend that he be sent home and granted a gratuity reduced by 25 per cent. from the

maximum gratuity grantable for the time he has served. I

attach draft gratuity paper.
